Question Sewer Odor in Basement

I recently added a basement toliet. Sewer odors now occur when washing machine discharges. To add the toliet, the contractor cut cast iron main waste line (below grade and a few feet up to stack) and replaced with PVC (below grade wye was added for new toliet, also installed PVC check valve to prevent backflow during street flooding). Rubber boots were used to connect new PVC to cast iron pipe (below grade and on vertical stack). A new PVC cleanout wye was also added to the vertical stack. Instead of using a PVC screw cap to seal the cleanout stub - the contractor used a "rubber" cap with ss strap.

Do you suspect the sewer odors may be penetrating the rubber cap? Suggest replacing with a PVC cap?

Thanks for your help.

Buffalo37, Welcome to the DIY Forums.
It sounds like a venting problem. Check the water in the toilet bowl when the washer is discharging. If the water is moving, the bowl is being sucked from, which indicates that there is no/insufficient venting. People do not realize how much volume a washer has when being pumped out. Drainage systems need air to operate properly. If there is no source of air, the system will suck air from wherever possible. If the toilet trap gets sucked out, sewer gas will enter the house. Good luck and let us know what you find.

Doubtful that the cap is the culprit.
