Supply shut off valve

I cannot turn the the cold water supply shut off valve for the my kitchet faucet. The hot water valve (the same age) works fine.
How can I get the valve unstuck?

mam1, Welcome to the DIY Forums.
If there is a nut under the handle, turn it counter-clockwise abot half a turn. Then try to turn it off again. If it doesn't work, spray some WD-40 on the stem and let it sit a while. Tap on the handle while applying pressure to it. If these don't work, turn off the main valve to the house and unscrew the nut on the valve. If the gate inside the valve is not cemented with calcium deposits, it should open and close. Other than that, it's time to replace the valve. Good luck.
