Gutter downspout to clay tile drain

My standard 2"x3" downspout drains into the bell end of a clay tile pipe, the top of which is a few inches above grade. The bell end is 7" OD, 6" ID, and has an inner diameter of 3 1/2" (in the non-bell portion). The concrete that holds the downspout in place has completely deteriorated, so I'm left with the pipe hanging into the open bell. How do you re-do the concrete without having the wet concrete fall into the drainpipe?
