Angry Fluctuating pressure with Pressure Reducing Valve

Here's a clarification on my question:

I've adjusted my PRV to a desierd setting (i.e. 60 psi) under static presssure (i.e. no water running). When I turn a facet on (any fixture) the pressure will slowly drop by 15-20 psi over a 20 second timeframe, then jumps backs up to the static pressure psi, and repeats the same process. Regardless of what psi I initally set it at, the same process happens. Any thoughts? I really don't want to install a new PRV, but if so, does it require sweating of pipes....it looks like i can jus unscrew it at both ends and install a new one

Presure Loss

What presure are you working with on the supply side? When you set the PRV to 80 are you saying it dropped 15 psi to 65?

I'm not sure of the pressure on the supply side (i.e. before the prv, if that's what you mean) yes it drops 15 psi, regardless of the inital pressure setting
