Toilet Water Running

Whenever I flush my upstairs toilet, as soon as the tank is full, it shuts off and the downstairs toilet start to fill like it's been flushed. Any thoughts?

Just a stab....the house water line pressure drops when the upstairs unit is filling back up, then when it stops, pressure climbs back up, stimulating the other toilet's fill valve to cycle. I would put a pressure gauge on a hose faucet somewhere and watch the pressure as this cycle takes place. The fill would be to replace the fill valve downstairs, preferably with a Fluidmaster 400A
