Leaking Yard Hydrant

I have a freeze proof yard hydrant that is leaking from the the top. It doesn't leak unless the handle is raised. It appears to be coming from under the handle and running down the rod.
How can I determine what is leaking and if it can be repaired without replacing the entire hydrant?

I think you'll find there is probably an o-ring that is supposed to seal where the rod goes down into the fixture. Reason it only leaks when the handle is raised is that until then the water is effectively shut off about 6 feet underground and there is no water pressure at the fixture itself. See if there isn't a cap of some type that will unscrew (the rod maybe goes right down the middle of it) to reveal a seal. Probably have to remove the handle and the cap would unscrew and then lift up and off the rod. Seal should be there somewhere.
