whistling pipes when water is running

Frequently, when we turn the water on anywhere in the house, washer, tub, outside, there is a whistling sound that continues till the water is turned off. It seems to originate from the main line coming into the house. What is causing this, and how do we stop it?

Are you on city water?

Does your house have a pressure reducing valve after the main line enters your house?

If so, or even if not, what kind of water pressure do you have? And if you don't have a gauge, can you time the flow coming out of your outside house spigot to see how many gallons per minute?

Have you tried to see if your main shut off valve as it enters your house is fully open? And if it IS open, what happens to the sound if you close down the valve some? And close it down more, etc.
