Glogged Lines

I Live In A Mobile Home. The Cold Water In The Second Bath (tub Faucet) Barely Comes Out. I Have Replaced The Valves, But Still Nothing. Is There A Way To Flush The Lines? If So How? I Was Told I Could Pour Vinegar In The Water Heater And That Would Filter Through The Lines And Help Remove Sediment Blockage.
