Pressure Relief Valve Defective?

Hi Folks,
recently we have been experiencing surges in our water pressure.We have high pressure at faucets throughout
the house at various times.I purchased and installed a new
PRV but the high pressure issues have continued along with
the new PRV howling when the outside faucet is being used
which is the closest faucet to the PRV and the only way to get it to stop is to increase the water pressure,which makes the above mentioned problem worse.Is it possible the newly installed PRV is defective or is there something else that needs addressed? Please help.

what is your unregulated pressure? and what regulator did you intall? you may have a defective regulator but you might also not have the correct one for the problem.

The brand was Wilkins and it was the one suggested at the hardware store.How do I check the unregulated pressure? I took the old one with me for them to match up. I put the old one back on yesterday just to see and the pressure is the same as when the new one was installed.
