2nd floor faucet shuttering...sometimes

Hello--we have a 4-plex with < 10 year old new plumbing from the street throughout building. Recently, we noticed one of the units (2nd floor) bathroom faucet makes a shuttering sound and sputters water. This doesn't happen often, and can happen with both cold and hot water....any suggestions on what issue is?

Sounds like a loose washer to me. Usually fairly easy to fix, but in a 10 yr old fixture, disassembly can sometime be difficult.

Loose washer?

you said in a 10 year old fixture--so, I am assuming it is in the Faucet?
