What is "string packing" around the stem of a shut off valve and how do you repack it? Thanks!

Just take the valve stem cap off, and there should be some string packing wrapped around stem inside of it that has maybe deteriorated enough to start leaking. You can get it at most any hardware store. It's black, and I think that it's coated with graphite or something. Should solve your problem.
