Question

I'd like to move my laundry to the basement. Can I tap into an existing 3" vertical waste line with a "T", directly above a clean-out, so that I can add the laundry tub/sink?

Cool

Sure. Recommend using a sanitary T (aka street T), which directs force of flow in the direction that you want it to go. Good Luck!

HIGH.YOU MAY WANT TO CUT THE CLEAN OUT OUT
AND LOWER THE TEE YOU ARE GOING TO INSTALL AND PUT THE C/O OVER THE NEW TEE
