toilet leaking

our home is just over 2 years old. I am handy but cannot stop this leak. I have turned off the water and marked the tank with pencil and the water does go down.
It is a strong drip, some times small stream, coming from a hole in the front rim of the bowl. How the water get around there I don't know.
What should I do to stop it?

THANKS

Welcome to the forums! Water is supposed to come from the holes under the rim of the toilet in order to clean the bowl. It is possible you have a bad flapper and replacement of the flapper and proper adjustment of the chain should alleviate that. Drop some food coloring in the tank and see what happens and let us know. Then replace the flapper and see if it continues.
