Toilet does not fully flush

My toilet does not fully flush all the time.
When I flush it, the water and waste look like they are going down the bowl but stops when 1/4 of the water and waste are left. Then the water in the bowl fills back up normally. I have tried plunging, snaking, and a chemical to unclog drains. Nothing has worked. Should I replace the internals in the tank? Any suggestions would be appreciated.

Try a plumber's auger (short crank-handle type of snake) to see if you can dislodge partial blockage in toilet, which is what it sounds like. Could be something small, such as a plastic child's toy or anything else that won't dissolve or flow through toilet. A toilet acts as its own trap. By the way, a toilet is sealed to the toilet flange only with a wax ring, so never use any type of drain cleaner (can eat it up, and cause a very undesireable leak). Good Luck!

Adding my two cents worth here.
All the prior postings have correct information and any or all could be the problem.
However, <not to insult you> have you check for the correct water level in the tank?
Does the inlet water supply line allow for a fast water refill?
This incoming water also aids with the final flushing. If that is too slow, it may be all or part of the problem.

Tom,
Very good point.After I thought about it,there is also a posability that the little holes under the rim of the bowl may be clogged,I have seen this befor,it is sometimes caused by those blue tablets that you drop into the tank.As they break up sometimes big pieces get stuck in those holes,they usualy disolve over time.Just a thought.
