Is there a way to increase the water level that sits in the bowl? toilet clogs almost half of the time I try to flush solid waste. I think that if there was more water in the bowl it would help.

Just like a water glass, you can only put so much water in your toilet bowl. Then it is full and any additional water you put in simply runs down the drain. Is your tank filling completely? If not, adjust your fill valve or ballcock so that it does. Also, if this is a 1.6gpf toilet, don't overload it with solid waste like T.P. Flush it with less solid waste in it, and flush it again when you're finished.
