LOW LOW Water Pressure!!!!

Help! There is a SERIOUS problem with the water pressure in my condominium. For example, if the shower is on and someone turns on the water in the kitchen - water STOPS coming out of the shower!! If I flush the toilet in the bathroom, I have to wait until the tank has filled back up before using the shower. Oh, and if I'm doing laundry - forget it. No shower, no water in the kitchen sink, etc. Even when the shower is the only water running in the condo, it still seems to be just a trickle.

I have tried a new shower-head (the water-saver kind that increases pressure) but it just doesn't help. Is it too much to expect to be able to get a glass of water in the kitchen while someone is taking a shower??

What could be causing this to happen? It's actually been this way for awhile, but it is quite annoying.

Do you have a pressure reducing valve on the water service somewhere, if you do it could be no longer operating properly, you maight find this near the water meter.
