Broken outdoor faucet

When I turn on the outdoor faucet water comes out of the siding as well as the faucet. It appears that the shutoff valve is broken somehow, being that it does not leak when the faucet is off. What is the best approach to fix this? I do have access through the basement to some of the pipe.

What happened is the faucet is broken inside the wall. I had one like this and what I was able to do is cut the pipe where I had access to it and then pull the faucet out from the wall remove it and re sweat another one on. Where I cut the copper I just put a union in. If you have galvanized you need to be careful as it is not as easy to repair and the less you jar it the better.
