Toilet bowl won't hold water and a "bad" smell seems to be coming from it. The tank is filling fine, flushes okay. What to do?

First question is where is the water from the bowl going, and why?? Try pouring a couple quarts of water into the bowl and see if it stays there. Is there water whowing up on the floor around the toilet, like a wax ring that is leaking?
