Hot water heater

We turned on the water at our camp. It hasn't been used in three years. The hot water heater is about 6 years old. When it starts up it trips the breaker in the electric panel. This can be bypassed and then it does heat water. Is the element bad???

I would try changing the breaker. Could be that it is just old and tired. BTW -- Who was the idiot who found out it would work if you by-passed the breaker? Sure hope his life insurance is paid in full!!
