When a gas water heater is not going to be used for an extended period and the cold water supply will be turned off should the water heater be completly turned off?

What is the amount of extended time?
If your referring to several months, yes turn off the gas.
However, if your referring to a week or even several weeks, you may turn the gas control valve to "PILOT." <It's that knob, usually red, on top of the thermostat control.> A slight turn brings it to the pilot setting.
Leaving the pilot in the PILOT position, for non extended periods of time, would have several benefits:

You won't have to relite the pilot.

The heat, from the pilot, will keep the burner compartment from rusting.

Less recovery time when you rotate the knob back to the "ON" setting.

Also keeps spiders from nesting in the tiny pilot burner hole.
If there is still a label on the tank or it is a fairly recent tank, there should be instructions posted on it.
