slow flush

The handle on one toilet has to be held down two or three seconds for it to flush; so, children tend to leave the toilet unflushed because they don't hold down the handle long enough. Can I lengthen or shorten the chain to make it an immediate flush?

Sure. Just shorten the chain so that it is just long enough to let the flapper seat properly. Should flush as it's supposed to like that. Good Luck!
