Tune Ballcock?

We were having trouble with a toilet running. In the process of examining the ballcock, I snapped off the plastic lever holding the ball. Sigh. Went and got a new assembly and installed it. The toilet flushes, but not much volume goes through, probably not enough to carry away waste. Also, when the handle is depressed, the flap lifts but will immediately drop back if the handle is released. What am I missing?

Hard to say without seeing the toliet but sounds like the float needs to be adjusted,if its an arm with a ball on the end look for a screw adjustment at the ballcock,if there is none then bend the arm up just slightly,that should add more water to the tank,if it has a barrel looking thing around the ballcock you need to pinch the C shaped clip and push the barrel up and release the clip.As for the flapper sounds like either the handle is loose or the flapper chain is to long,best bet is replace the flapper and flush handle at this point.And remember the nut comes off the flush handle clockwise (backwards threads)and the new flapper chain should only have a little slack in it,to much and it wont flush to little and it will run.Trust me it is eaiser to fix then it sounds.Good luck Dave.
