What it sounds like you have is called an expansion tank. This has a rubber "bladder" with a charge of air pressure behind it. Its purpose is to allow water pressure in your system to increase and decline slowly as your pump is running. This is to keep the pump from kicking on and off too fast and wearing out prematurely, and to keep the flow of the water smooth, If the water is leaking out near the air valve the bladder is leaking and the tank is shot. You need to replace it.
