leaking water main

Question

The the main water pipe from the city meter is leaking as it comes through a rock wall on my property. Can I just replace the section if I cut on both sides and pull it through the wall? What type of connectors will I need to do this. The pipe is steel.

Yes you can cut the pipe and replace just the section going through the wall. If you do this use the same type of pipe, (galvanized) To connect it you should use threaded fittings. This means you'll need to cut and thread your pipe in the trench. I would closely inspect this pipe inside and out for deterioration. and consider replacing the pipe to the meter. I would recommend type L soft copper for this although you may be allowed to use plastic pipe in your area, check your local codes.
This is probably a good time to replace the shut off valve inside the basement. I like full port ball valves .
