replacing electric water element

Question

The water gets really hot, then trips the high limit switch. I have to keep checking the red reset button. I have replaced the upper thermostat but that didn't change anything. Everything seems to have power. A friend recommended changing the upper heating element. Will that help? Is it hard to do? Do I have to drain the tank? Are same watt/volt screw in elements universal or do I need to find exact part number?

Replace the bottom stat, I replace them both when ever I change them out. elements are not the problem here.
