Stuck water valve?

Question Stuck water valve?

I turned off the water valve (round handle that spun version) to the hot water heater. I'm to a point where I'm ready to put water back in the tank to test the seal of the part I replaced on the water heater, but no water is going into it. I have repeatedly turn the valve all the way shut and back open, but nothing. I tried with hot water turned on sinks and closed. Still nothing. Tried turning off main water supply and close the valve then open it back up then turned main water back on. Still nothing. Banged on pipes just past and before valve and you can hear the absence of water in the pipe. So it has to be the valve. Is my only choice to replace that valve now or is there some way to knock it open?

If it's a standard in-line valve, you may be able to work it free. Please post a pic of the valve so I can be sure
