sewer repair

A plumber came and cut a small hole into my existing PVC sewer line because a toilet was not flushing well. He had cleaned the line out twice. He left a small diameter PVC pipe, uncapped, extended about a 1 1/2 feet above the ground. Is this normal? What should I do?

he installed a clean out, most people cut them off at slightly below ground level and cap them, where you can find it and have it available for future use. make sure you can't hit it with a mower.

life begins when the kids leave home and the dog dies.
