Water Meter Bizerk?

My new water bill was twice my normal usage. I have an underground reservoir at my property, complete with inlet ball valve. Occasionally the ball valve emits a shrill hissing/whistling noise even when the tank is full. On one such occasion I checked the water meter and found it to be whizzing round at great speed, yet no water was being delivered, obviously the cause of my previous high bill. Now whilst I suspect the intermittent fault may be with the meter, I cannot check it myself (I have no idea what to look for). I would not have thought that air alone would cause the meter to record at all, let alone at such a high speed. Any advice would be very much appreciated.

either you have a leak somewhere or you need to call your water purveyor and have them determine if the meter has failed
