Basement Floor Drain Questions

I have a basement floor drain that doesn't drain and peroidacally backs up when we receive heavy amounts of rain. My first question is where does it drain too? My main drain line for my house exits the house about 4 feet above the basement floor and goes to the septic system so i don't believe i have any other drain below the slab. Secondly I have been unable to get the drain cleared. Would it be possible to bust up the concrete and run a new drain line to the sump pump which is about 10 feet away. I am not sure if I have an exterior drainage system but there are no pipes currently emptying into the sump pump.

Question

I think that someone forgot to hook up the floor drain to the sump pump.
