reassemble a woodford 17

Question reassemble a woodford 17

I have recently tried to replace the stem on a woodford 17 because someone used pliers to turn the faucet on and off until the handle end became brittle and broke. I purchased a replacement stem, handle and packing, but upon trying to reassemble , I cant get the packing nut to tread because the packing is so thick. So my question is do I have the wrong packing, or maybe the wrong lenght stem, or maybe I just have to force the nut on to compact the packing? By the way the original packing was white and the replacement is black, I think it was called EPMD packing on the web site, does this sound right? thanks to any and all for help

If you kept the original parts you can compare the length of the stem and the other parts.

A lot of that type of faucet you have to close the valve before the rest of the parts will go on. (Put the stem in the valve and turn it tight to the right) then see if your parts will go on.
