Poor Shower Water Pressure In Apartment HELP!!

I live in an apartment that pays for the water each month. The shower pressure is very weak, and I was wondering what the most effective options would be to fix it.
I spoke with some other tenants and they also said that management refuses to make improvements with the water pressure. A few also said that replacing the head was impossible to do.
Is there something else besides the head that controls the water pressure? Something in the pipes? Whoever has the answers for me will make my day. I hate showering when it feels like a dog is taking a leak on me!

IF the water pressure is o.k. at your sink and tub faucets, then the problem is most likely a partially clogged showerhead. They tend to clog easily with minerals from hard water, and/or maybe debris in the line from plumbing near it.
They are NOT hard to replace, if necessary. The head will either unscrew off of the end of the 1/2" shower pipe sticking out of the wall, or the pipe itself (head and all) should just unscrew out of its wall pipe fitting.
However, try this first. Get a ziplock baggie and some tape. Fill baggie with vinegar and tape over showerhead overnight (or remove showerhead and soak it a bowl of vinegar). This should dissolve the clogging minerals, and solve your problem.
IF this doesn't work, then just replace it (and don't get one the so-called "water-saver" kind, which just restrict water flow).
