how to install a laundry tub? Parts needed and labor involved?

You will need a laundry tub and a faucet, a cold water supply line with cutoff valve, a hot water supply line with cutoff valve, a drain/trap under the sink, a vent for the drain, and all of the plumbing connections for them.
The labor involved will be determined by how far the new laundry tub is from the existing water supply lines and drain/waste/vent lines.
Will it be next to the washing machine? Is the laundry room over a crawlspace or basement?
I recommend that you get a good basic plumbing book, and read up on installing a sink (that's the easy part). The part that may prove the most difficult is getting both water lines, the drain line, and vent to it, depending upon where it will be located.
Every plumbing situation is different, and there are too many variables to answer your questions with any certainty without seeing exactly what you're dealing with.
If you're totally inexperienced at plumbing, you may want to consider having a pro plumber rough-in the supply/drain/vent for you, and maybe you can put together the plumbing from the laundry tub to the stub-outs. Good Luck!
