warm/hot water dripping heavily from 1 of 2 spouts o/side home on side

I always wrap the pipes, turn water on very low inside and outside home when temps to dip 32 or below. Did so last night in houston, tx. I noticed a puddle of water by my back gate as i put the trash can up after pickup this am. Then noticed the two spouts built into the home at construction has one leaking warm to hot water. I haven't checked the water heater in the attic yet. Just this second thought maybe there is a problem there. The only thing running in the home was the washer for clothes. I'm waiting for this to go thru it's cycle to see if the leak outside home stops. In 25 yrs of home ownership, i've never seen this that i've noticed.

Help please asap as i really don't need the expense of a plumber now. Thanks
