Toilet Distance from Wall Question

I bought 2 toilets that require a distance from the wall to the floor bolts of 12 inches. I successfully installed one in my bathroom. I am now getting ready to install one in my daughter's bathroom. When I measured the distance from the wall in that bathroom, it was only 11.5 inches. Can I still install the 12 inch toilet there???

On the toilet that I already installed there is about a 2 inch gap between the tank, with the top on, and the wall--probably because I am taking out old toilets and putting in water saving ones. The manufacturer, American Standard, says I have to go to a 10 inch rough in, but I found that hard to believe. If that rough-in distance is just for tank clearance, I am probably in good shape.
