I don't know if code allows it but I cannot imagine why it would not be permitted. They make insulated piping. It's used for remote boilers and geothermal heat pump systems. Try searching online for "insulated PEX".

What is used for HW there now? How many fixtures? You may have a gallons per minute issue adding more fixtures.

Isn't is cheaper to get an electric tankless water heater for this in-law suite? I believe they called point of use or on-demand water heaters.
