I have used a plunger and a snake on my toilet, but solid
waste will not go down without backing up. Water will go down. I have two toilets in my house, but only one toilet has this problem. It is only when solid waste is in the toilet, it will not go down. What else should I try before call a plummer?

By snake, do you mean a plumber's auger (has a spring with a hook on the end, a 3' handle, and a crank to turn the spring/hook)?
It sounds to me like you have an object (plastic toy, etc.)or a paper clog in the trap of the toilet.
If an auger won't dislodge the clog, you just need to pull the toilet and dislodge whatever it is out from the bottom side.
It's not difficult. D-I-Y or calling a plumber is up to you.
