This plumbing/insulation combo worries me. Am I crazy?

This plumbing/insulation combo worries me. Am I crazy?

So the toilet on the main level overflowed last night, and we immediately heard dripping in the mud closet right below, in the basement. Not too surprising, I suppose, but this is also right on the foundation. The grey cinderblock in the pictures is foundation, the wood is the basement ceiling and floor for the main level. Anyway, the way the insulation is just kind of stuffed up there looks to me like they were trying to plug a leak or something, but I know nothing about home repair. Does this look suspicious to anyone else?

Three cheers for spray foam!
I doubt that was added to stop a leak, I don't think it would have helped in the slightest. Maybe they had an issue with the supply pipe to the toilet freezing?
It looks like a mess, and would have been much better done with a piece of fiberglass insulation, but I don't think it's really causing any issues.
