Who drew the plans for the house? What's on the blueprints? Doesn't it have to pass some type of inspection?

Yes you can

I built my house about 25 years ago with a wirsbo radiant system and it is still going strong. However, you want to do it right because once done, that system is permanent. You need a good manifold setup, etc. I'd consult a company that specializes in radiant heat. A lot has happened in the 25 years since I installed my system and these systems are more tested and refined and probably more reliable. Do your research is my recommendation.
