We are on a well and have consistently hard (mineral) water and the symptoms you describe have happened a number of times on our toilets....
Usually the fill valve is either coated with mineral depsits or there are chunkies of mineral blocking the valve.
I've gotten the best service from the replacement units that have the float that encircles the fill valve stanchion...the valves in those don't seem to clog as easily...
I've tried cleaning out and re-sealing our old brass valves but they usually don't last more than a year....

The replacement unit Pat was referring to is a Fluid Master. Costs about $10 at big box and better hardware stores, great instructions, about a 30 minute install for a first timer.
Good Luck,

Just bought a Fluid Master this morn.at the Depot, I think it was $7.49 and came with a flapper ball. Cant beat that price and they do work fine. My only suggestion is that when you do change the fill valve (ballcock) also replace the water feed pipe at the same time, cost a little more now but alot less work in the future. Good luck Dave
