water heater problem

We have had our water heater going on 16 years. We have noticed recently that it is making a whistling noise and takes longer to heat the water. There seems to be the same amount of water, however, if someone flushes the toilet, or uses water in another bathroom or kitchen, the person in the shower gets a cold blast or sometimes even a blast of hot water.
Are we ready for a new heater, or is it a quick fix?

16 years old? I would buy a new heater.A new heater will also cost less to operate. Best of luck Dave

When was the last time you flushed the sediment out of the water heater?
