Toliet overfill of tank and will not stop

When the water valve underneath the toliet is open", the tank fills up and
stops, but then slowly keeps filling and starts leaking out filling my floor with water. After flushing, I have to turn off the water valve to keep this from happening. What will make the water stop filling past the line in the tank. It appears to stop, when the float rises, then quietly keeps filling with no sound
of water running. What should I do?

It should be running down in to the overflow tube in the center of the toilet with the flush valve. From there it would run into the bowl...not overflow the tank. The overflow should be about 1/2" above the fill line...but below the top of the tank.

Sounds like the overflow it too high for some reason...other than that you probably need a new fill valve or repair the one you have. Some have kits you can buy for a few dollars and will include the gaskets/seals you need. That can be done without removing the fill valve. A new fill valve runs about $8.
