Removing Rust & Crust from Bathroom Overflow

Is there a product I can use to remove
the heavy build up of rust & crust around the
overflow hole of a bathroom sink? The porcelain
sink is in good condition & don't want to rip it
out of the counter.
p/s what causes this build up of crust to form?
