Woodford Model 17

I have a Woodford model 17 frost proof sillcock that I installed last year. This spring I wanted to use it to spray down my patio floor, the handle turns indefinitely both clockwise and counterclockwise, but the water never turns on. Where should I check or do I need to replace it?
Thanks

Yes there is another shutoff that I installed at the same time as the sillcock. It is in the on position. Not sure if I made myself clear, but the handle turns without ever bottoming out either in the on or off position.

First I would check that the knob is pressed all the way onto the valve stem and that the screw holding the knob is tight.

Was the knob hard to turn and then got easy, like something snapped?

You mean the handle just turns and turns? ( Hmmm stem broke?)

Sometimes the spring loaded stem/washer gets stuck. You need to pull the stem and lubricate....

To pull and lubricate the the spring loaded stem/washer, can this be done from the outside or would I need to remove the sillcock for the wall?

You can do it from the outside. Here is a diagram of the faucet. Just remember to close your other shutoff valve or you will take a shower.
