Replacement of Delta single control shower faucet cartridge

I am attempting to replace a Delta single control shower faucet cartridge (RP19804) and when I turn the water back on the faucet will not turn off when turned in either direction. I tried to placing the cartridge in both the "Hot side" and "Cold side" positions with the same result. I even tried to re-install the old cartridge with the same result. I have the riser capped off at the moment and am at my wits end. Please help.

Cant really mess up on the deltas... The balance spool is combined... I would say a stem issue and needs to be set.. The scald control usually sets the stem position...

Were you turning on the water without the handle and scald control installed?

I figured it out. Basically it is the wrong part. The lower housing is too short for the application. Will have to go to the plumbing supply to get the right part. I didn't have the part with me to get the new one but I have it now and can compare it to get the right one. Thanks!
