We have a three year old water saver toilet that has the following problem: When it is flushed it fills almost to the top of the bowl, without overflowing, then drains all the way down to the bottom of the bowl. There is a gurgling while the toilet is flushing. Any suggestions?

Cool

Those so-called "water saver" low-flow toilets are famous for not flushing right, but I won't get into my rant.
A toilet has its own built-in trap. You have a partial blockage in either the toilet or the drain line.
First, try plunging the heck out of it to see if that doesn't clear it.
If not, next, get a toilet auger, feed the end up into the toilet trap, and crank it good to try to break the clog up.
If neither of those work, you will have to pull the toilet to auger and clear it from the underside. Also, snake the drain line with a plumber's snake (probably have to rent one) while the toilet is out of the way.
With a low-flow toilet you will definitely need a good toilet plunger with rubber pop-out bell AND a toilet auger, so go ahead and buy those, if you don't already have them.
If you need any help with the toilet removal and replacement, just come back and ask. We'll be glad to help you.
Good Luck!
