Leaking sewer line cleanout

In late May I had my sewer line replaced, and the company put a hole in my house foundation to replace the cleanout, which was leaking wastewater down the inside wall of the basement. Now I see the cleanout is leaking again, through the new cement.

They gave me a 60-day warranty, which which is expired by 70 days. If they give me a hard time about this, do I call a plumber? A mason? A foundation guy?

No clue.

100% sure it's waste water that's coming in and not just ground water?
Is it just leaking around the cap or plug?
There should have been hydraulic cement not concrete to fill in around new pipe.
Did they replace the old cast iron with PVC?
