cold water only trickles

cold water only trickles

In two bathroom that are very near each other when you turn on the water, the hot comes out fine, but the cold barely trickles out. The entire house was completely re done in 2007, it was like $9k to replumb it. I had a friend of mine (master plumber)go under the house and make sure it was done. (because she paid electricians to redo a bunch of stuff and they got paid but nothing was done)
Both sinks had new faucets put in on Monday but this did nothing to fix the problem.
What can I do to identify the problem? Is it fixable without spending the $ for a plumber....could it be a diy fix.....or will she have to pay for an expert?

Shut the valve off and remove the line from the faucet.
Put the line in a bucket and turn on the water to see if your getting any flow and post back with the answer.
If there both messing up see if you can find a shut off valve that's not fully open.
Is the water pressure ok in the rest of the house?
