I can't spot anything in the photos that looks like it would shut off water to the house. What's in the hole cut in the wall behind the water heater in the first picture? If you are on city water the water can also be turned off at the meter.

Hi, How about the hole in the wall by the bottom of the water heater ? Possibly a valve in there.

Welcome to the forums!

I'd agree with Woodbutcher, check out that hole in the wall.

Do you know where your water meter is? Depending on your climate, the main shutoff is sometimes outside (though with a heating system like that, I assume you're in a colder climate)

Try this. Find the cold water inlet to the HW tank. Start following backwards. At some point it will branch off to feed other appliances but it will also go to the meter and main shut off.
