leaking ball valve thats attached to water meter


i had a water leak in one of the pipe to the garden hose bip due to a broken ball valve yesterday, so i turned off the water main (See below pic) and i replaced the broken ball valve. However, after i turned my water main back on (which is also a ball valve - but its in the garage), i saw water dripping from the bottom of the water main ball valve, and it does not drip when its off.

I am pretty sure changing the ball valve of the water main will fix the problem - but the issue is, this ball valve is hooked up to the water meter - and another contractor told me i cannot touch those ball valve because it hooks up to the water meter, and if something goes wrong, it may be a big problem.

My questions are,

1) is it really true that you cannot change the ball valve thats attached to the water meter?
2) if i get someone to do it, does it need to be a licensed plumber?
3) Any recommendation how this can be fixed.
4) are ball valve fixable? Just so i dont have to detach all the existing pipings just to replace this ball valve.

Somehow, those pipes are inside a dry wall (the garage was dry walled), and i will have to gut the wall in order to get access to the leaking ball valve if i have to replace it.

Sounds like the packing nut needs to be tightened behing the handle... Remove the handle and give that nut a little snug CW... Then reinstall handle and try it out.......
