i think my bathroom shut off valve may be rusted

I need to shut off the water to my bathroom sink but I think the shut off valve is rusted. I need to know a simple solution for an amateur like me so I don't break it off in the process and have water all over my bathroom. also the constant runny, drippy water is from my water line being frozen, which it isn't anymore

Buy a new push-on quarter-turn valve and a pipe cutter.

Turn off water to house, cut off old valve, push-on new valve.

Done.

one problem with that solution...I shut off the main and the bathroom faucet is still running

Then your main valve also needs to be replaced. I had to do this in my house when I replaced the original toilet with one that required the water supply to be moved a few inches. I used my wet vac on the cut pipe for an hour and withing a few seconds of removing the vac hose the pipe was dripping again. I had to shut off the water at the meter to get it to stop long enough to replace the toilet valve. Later when I went to change the house shut-off valve I found that the meter valve also leaked and it was necessary to disconnect the pipe from the outlet of the meter in order to get the pipe dry at the house to install the new valve. Some days winning is almost impossible.

Is the main you shutoff in your house or the one located on the water meter?
